How to adjust the alternator belt tension on a 2000 dodge neon?

I'm replacing the alternator belt on a 2000 dodge neon, and I'd like to know how to put the correct amount of tension on the new belt. I read the service manual for it and it says to use a special tool that measures frequency and pluck the belt a couple
Tighten the shiit out of it. Serpentine belts make noise unless really tight. You should hardly be able to twist it 90 degrees.
