Do you think getting a car Air filter is a cheaper way of making your car sound loud then getting an Exhaust?

I just wanted to know if i get an air filter, if my car would sound like BROOOM BROOOOMM when i pushed off. because ive been wanting to get an sports exhaust but held it off because it was a bit costly, but someone told me if i got an air filter, it would

The cheapest way to get a loud "Broom" noise is to take out the back box....I had a week where my car was without the backbox, and it sounded pretty good, a very N1 alike sound.

Just changing the air flter wont give you much
