When do you think is a proper/safe age to let your infant ride on the back of your bike in a carrier?

the ones that actually sit on the back of your bike. No the pull along trailer.
I believe you are not supposed to use infant bike seats until the baby is at least 1 year old. I have one that goes on the front of the bike and that is what it said in the instruction manual.
