Problem With Bombadier Engine?

I am rebuilding my Bombadier Rotax 467 snowmobile engine. And I am stumped. It's liquid cooled so i am unfamiliar with some parts. I don't understand what is attached to the carb. It is a circular piece with 2 large ports which are opened and closed

Trapster, The disc is driven in a circular motion and acts as the intake rotary intake valve. Instead of being piston ported, the Rotax motors for quite a few years have been designed with the rotary valve.
