is it legal or illegal to have underbody neon car lighting in Illinois and Indiana??

I'm not concerned with any other state in regard to this question. Just Illinois and Indiana. I've been browsing the web off and on for two days.. I've found the info I needed for OH here: http://www.statepatrol.ohio.gov/FAQsequi pment.htm

It seems as long as it does not glare and is amber or white. You can have it in both Indiana and Illinois.
