Where is the radiator fan relay control located on a 1991 Taurus 3.0 (not the SHO version)?

I'm having problems with the fan not turning on unless the A/C is on. I've replaced the sensors, thermostat, radiator, etc. but no success in getting the fan to kick on when the engine heats up without the A/C on. In reading previous email strings,

native is wrong...the radiator fan relay is part of an integrated control module located under the plastic cover over the radiator.
