How do you measure radiator capacity?

How do you roughly measure the capacity of a central heating radiator in BTU's or KWs? Is there some method for calculating it based on its size and whether it is single or double column?

I'd also love to know if there is a way to calculate

Basically to work out kw rating you need water flow rate and temperature differance.

Rule of thumb one of simillar size and fins will do same duty.

Duty is based on 11 deg. C temperature differance,
