Help me Diagnosis this a/c problem?

Here is the problem. The cold air isnt blowing out hard from the vents and while its real hot outside like upper 90s-100 I cant keep it cool in the house.

Here is what was check ( so I was told)

The coolant was told it

first its a downflow does it have 2 ducts running off the evap coil those are fresh air intakes get them out of there plug them up 2nd you do not go by looks for a clean evap coil you go by subcoolant and superheat trust me the way mobil homes are built
